Xi Jinping Holds Talks with President Herman Van Rompuy of European Council

Endow the China-EU Comprehensive Strategic Partnership with New Strategic Contents and Jointly Forge Four Major China-EU Partnerships for Peace, Growth, Reform and Civilization

On March 31 local time, President Xi Jinping held talks with President Herman Van Rompuy of the European Council in Brussels. Both sides had an extensive and in-depth exchange of views on deepening the China-EU comprehensive strategic partnership under new circumstances and reached important consensus. Xi Jinping emphasized that the two sides should view China-EU relations from a strategic perspective, and combine the two powers, two markets and two civilizations of China and the EU to jointly forge four major China-EU partnerships for peace, growth, reform and civilization, so as to inject new impetus into China-EU cooperation and to make a greater contribution to world development and prosperity.

Xi Jinping pointed out, for almost 40 years, China and the EU have developed a composite relationship which is highly interdependent. The China-EU relations not only bear on the development of China and the EU, but also exert a major impact on the development of world political and economic pattern. China views and highly values the EU from a strategic pespective, firmly supports the construction of European integration, and is willing to expand and deepen the comprehensive strategic partnership with the EU. This is the important message that I have been extending during my ongoing European tour.

Xi Jinping noted, the China-EU strategic cooperation owns broad prospects. Under the new circumstances, both sides should implement the China-EU 2020 Strategic Agenda for Cooperation in a comprehensive manner, and carry out cooperation at China-EU level, Asia-EU level and global level.

First, China and the EU should be partners for peace, taking the lead in pursuing the path of peaceful development. China and the EU share important strategic consensus on building a multi-polar world pattern. Both sides should respect each other for the social systemchosen by themselves independently, take care of each other's core interests and support each other in adhering to the path of peaceful development. Both sides should enhance their communication and coordination on international and regional affairs, jointly promote political solutions to regional hot-spot issues, and jointly participate in the construction of relevant international regulations.

Second, China and the EU should be partners for growth, providing each other the opportunities for development. Both sides should conclude successfully the negotiation on the investment treaty as soon as possible, and start a feasibility study on Free Trade Agreement (FTA), so as to jointly improve the quality and level of China-EU trade. We hope the EU to expand high-technology trade with China. Both sides should combine major intercontinental cooperative initiatives including China-Europe cooperation and the Silk Road Economic Belt, with the aim of constructing a big Eurasian market, to strengthen connectivity of infrastructure. China and the EU should adhere to market openness, join hands to safeguard the multilateral trading system, and be jointly committed to developing an open world economy.

Third, China and the EU should be partners for reform, learn from each other and support each other. Both China and the EU have now entered into deep-water zone of their reform. Both sides should enhance exchanges, share experience and deepen cooperation in reforms in important fields of macro economy, social governance, public policy, agriculture, rural areas, employment, people's livelihood, environmental protection and others.

Fourth, China and the EU should be partners for civilization, providing more nutrition for each other's progress. China-EU relations are with the nature of civilization and depth of history. Through dialogue and exchanges on the basis of equality, the two sides should enhance mutual understanding, strengthen exchanges and cooperation in the fields of culture, media and tourism, expand the scale of exchanges of overseas students, and jointly support the research and study on China-EU relations.

Van Rompuy expressed that President Xi Jinping's visit to the EU headquarters demonstrates the solid foundation of EU-China comprehensive strategic partnership. The European economy is now stepping out of recession with traces of recovering growth. The EU will further push forward the reform, and enhance economic competitiveness in an all-round way. The European side thanks the Chinese side for always supporting the Euro and European integration, and it values new opportunities coming out of China's reform and opening-up, and hopes to strengthen cooperation with China in a comprehensive manner. The EU stands ready to accelerate the negotiations on EU-China Investment Agreement and Free Trade Agreement (FTA) and to expand cooperation in urbanization, sustainable development, coping with climate change and other fields. The European side supports the development of emerging economies including China, and is willing to commit itself to jointly promoting a more open world economy. The EU stands ready to intensify people-to-people and cultural exchanges with China and to deepen mutual understanding. The European side is willing to enhance cooperation with the Chinese side on African affairs.

Both sides also exchanged views on international and regional topics of common interest.

Following the meeting, China and the EU issued the Joint Statement on Deepening China-EU Comprehensive Strategic Partnership for Mutual Benefit and Win-Win Results.

Wang Huning, Li Zhanshu, Yang Jiechi and others were present at the meeting.
